The SAPD is currently a mess. It is being choked by incompetence, misunderstandings of regulations and guidelines, lack of leadership on the field, and lack of respect towards new players, old players, and Volunteers. Official members are acting in a way which is unfit for members of an official server faction. The leaders are either inactive or lack competence to hold a grip on the members who are messing up on the field. Rapid and firm changes are required immediately. From all members of SAPD, Recruits up to Chief.
We, the managers of the server, in recent weeks conducted a throughout review of the San Andreas Police Department through different ways, from reviewing complaints and situations which were reported by the players to us, or by ourselves going in with undercover accounts and working as criminals and as volunteers, all in order to witness first-hand the actual state of this group.
The things we have witnessed, JUST in a span of a few days, completely shocked us and disappointed us, considering that this group is an official one, server-supported, and a necessary one, as it represents a job. A faction such as SAPD, is a direct representation of the server and the server's standards. And with the current behavior, actions and way of functioning, the SAPD heavily misrepresents the server, and violates the vision and goals we have established for the server itself, and this faction, back in the foundation days three years ago.
What we have witnessed is:
Members are failing to comply with roleplay situations
, in one example and one instance, an off-duty official member of the SAPD failed to roleplay when he was being arrested by Volunteers, neglected all roleplay attempts by the Volunteers, spammed the local chat "I need high rank here" over 6 times, made an administrative report, and called 911, all while being outnumbered, and repeatedly hit in his head. He completely neglected all of this roleplay, and continued acting like a child.
Members are presenting hostility towards new players and Volunteers
, who require guidance and care, not hostility and being pushed away. It is very rare to see a new player who is a Volunteer, and might struggle with English or understanding of the server, to be taken care of in an appropriate way, without being discarded as trash and thrown away.
Members publicly messing around, tasing each other, shooting each other
, and causing havoc in front of LSPD, which is the headquarters of San Andreas Police Department, and the center of the most popular and populated city, Los Santos. This is unacceptable. If you want to mess around with each other, do it privately somewhere remote, where people can't get caught in this mess and can't see you act like that.
Misusing server commands / abilities
. For example, how many times was it said that weapon licenses should not be revoked for 7 days? and people still do it. Weapon licenses directly affect player's gameplay experience as it restricts them from purchasing weapons. Revoking their licenses for such long periods simply disturbs their gameplay for those days and is in no way helpful.
Failure to appropriately handle complaints and abuse
, especially committed by official members. It appears as if official members are treated differently than Volunteers in terms of reports. When an official member gets reported, they get much more investigation and benefit of doubt than a Volunteer would get. You would be surprised to see how many official members are absolutely incompetent, abusive and hostile. Just because they're higher ranks, does not mean they are not committing rule violations. In no way should they be treated differently.
Complaints take long to handle and most of times bring no result
. How many verbal warnings are people given before receiving official warnings, or demotions, or suspensions? A ton. This needs to stop. A proper punishment system needs to get enforced. Verbal warning once or twice for small mistakes, an official warning for any major mess up or violation of regulations or procedures, and a demotion or a discharge for accumulating more than three official warnings. Straightforward.
by supervisors and command. This seems to be a chronic issue in the SAPD. Supervisors and command staff randomly and repeteadly go inactive. If you've been put on the position of a supervisor or a command member, then it's by common sense expected of you to fulfill the tasks of those positions, which is to actively monitor the members you have, guide them on the field, organize them, review complaints against them, organize operations and activities for them to do, and so on. We expect command and supervisors to fulfill a reasonable activity, and if they do not, we will have to step in and replace them swiftly, to prevent SAPD from getting obstructed in development by inactive members.
. It seems as if people are getting promoted based on the time they've spent in SAPD, and not on their competence. That's a very wrong approach. The right way to promote people is based on their competence, abilities and skills. Not based on how many weeks they've been in SAPD. It doesn't matter if somebody has been in SAPD for 6 months, if they're performing badly and are not competent or fit to be a higher rank, or even the current rank, they need to either get demoted, or kept on the same rank and actually EARN their promotion. Promotions cannot be issued out like paychecks, just based on time.
3. The Requirements
Three years ago we've made this faction based on the following values:
The staff can have the assurance they will not be left clueless in anything that is relevant to the position they occupy in the department. There will be no bullshit of “if you need to speak to me, we can schedule a time”. Things will be done on spot as soon as it’s possible, and will be done efficiently and priorize the response time and fast problem solving.
The staff needs to keep in mind that even though the department HAS an established hierarchy, the Command Staff members are not unreachable people on bronze podiums. Interaction is VITAL and encouraged, and they need to know that. With this, i do not necessarily mean that the “aura” of commandeering positions, authority and the power relation command->member will be lost, and simply that we need to be reactive and care for our people.
With this, i mean that the staff will count on you for troubleshooting, queries and other punctual issues, and our duty is to work on problem-solving as long as your position can reach. This has no place or time to happen, unless you’re strictly busy - informal communication on Discord will be encouraged and they will be able to ask questions directly to the Command by mentioning a specific group that i’ll create (@Command), and the first one that takes the query, sticks with it.
We want people building the necessary common sense to know when to be serious and when to not. They will have to learn to adapt to other ways of working than what they have ever faced in the world of it’s own’s police or wherever.
We do not really want people to keep replying everything with a robotized “yes sir” and “no sir” they will face in the Academy to filter out idiots after they’ve became Officers.. we need people who are able to think by themselves.
The summary of the post: enforce an organic and easy flowing relation between command and the members, where things are naturally solved and do not require a shitload of meetings per day or “send to my PM and i’ll reply when i can (unless its obviously really required to send to the PM, don’t take everything literally lol)”. Enforce this way of problem-solving through the entire department.
We see that those values have dissolved in the wind, and it is time for us to intervene and make sure standards and values are back and are at a required level.
We do not want to see any more unprofessional, unfit, hostile behavior from official members of SAPD, not towards Volunteers, not towards criminals. You are expected to behave adequately based on the fact you're representing official server faction, which consequently represents the server itself.
We do not want to see Volunteers pushed away, neglected, provoked, and disrespected. In most cases, they are new players, inexperienced and merely require guidance, chances to learn and improve. Help them.
We do not want to see messing around in public places. If you want to have duels, fine. Go to Las Venturas, where people won't be. Go somewhere where people won't see you messing around, and where people can't get caught in-between your messing around.
We do not want to see power-tripping gods anymore. You're fucking cops. It literally takes five IQ and no experience to become a Trooper here. Just because you hold some rank, does not make everyone else who is lower rank or Volunteer, a stupid and irrelevant peasant.
We do not want to see failure to roleplay. You must roleplay to the fullest extent, on and off duty. You will comply with any roleplay that comes your way. If something is wrong, report it properly, through /report. Do not start shouting in public chat, do not start behaving like a child. Take it like a man or report appropriately.
We do not want to see inactivity, lack of effort, lack of dedication, lack of interest. If you can't be arsed to portray a Trooper properly - resign. Others are waiting in line to join and become something they will appreciate and work as.
We do not want to see promotions based on nothing but time served. Either promote people because their field performance shows quality, competence and skills, or don't promote the person at all. We need serious and qualified people to come on high ranks, not clowns who get promoted once every two weeks.
This is a warning, from the management team to the San Andreas Police Department - address the issues we have listed in this topic, raise the standards and improve the effectiveness of the department, ensure that active and competent people are at the right positions where they can contribute positively to the department and expedite the members, and that all the nonsensical processes, systems and traditions are wiped.
