H. RES. 034

On the 6th day of May, 2023,

The United States Congress held an impeachment hearing against Chief of Police, Jeremy Hoover initiated on the request of the San Andreas Governor, Kira Hernandez, in accordance with the duties and obligations delegated to the Governor by the U.S. Congress.

The Congress has reached the following resolution:
1. Police Commissioner position to be implemented into the San Andreas Police Department, who are appointed by the U.S. Congress and ranked above the Chief of Police, with the following duties and obligations:
  1. Oversee the activities of the Chief and Deputy Chief of Police;
  2. Approve or disapprove any proposed changes to the regulations or the handbook of the San Andreas Police Department;
  3. Approve or disapprove any proposed structural or organizational changes for the San Andreas Police Department;
  4. Ability to veto promotions, demotions, awards, or recruitment of individuals deemed unfit;
  5. Review complaints against the Chief or Deputy Chief of Police;
  6. Ensure and promote internal stability and unity, mitigate unrest and mediate in disagreements or fights;

2. Existing Internal Affairs to be reformed, which will now operate under the Office of Inspector General headed by the U.S. President and the U.S. Congress.
  1. Office of Inspector General will appoint investigators for each state agency;
  2. Investigators of the Office of Inspector General will be considered federal officials, thereby protected by federal laws on federal officials;
  3. Office of Inspector General will be able to act proactively and initiate investigations on any discovered misconduct or abuse by any employee of the agency;
  4. Office of Inspector General will be able to review complaints resolved by supervisory or command staff if the complainant or the investigator suspect mishandling of the complaint;
  5. Office of Inspector General will be authorized to issue actions against those who are found violating departmental policies, standards or laws;

3. Chief of Police Jeremy Hoover to be on a probationary period of 31 days.
  1. Chief Hoover will be evaluated by the appointed Police Commissioners;
  2. If Chief Hoover is evaluated negatively, he faces dismissal from the office;

ANY PARTY THAT FAILS TO ABIDE BY AND UPHOLD THE RESOLUTION OF THE U.S. CONGRESS IS SUBJECT TO CRIMINAL PROCEEDINGS ENFORCED BY THE FBI AND TRIALED IN FEDERAL COURT.
